So this deck has 3 win conditions, the first is mill, you'll be using your die to resolve unkar plutt's ability forcing them to discard and draw cards every turn, choking their resources and using Confiscation and Imperial inspection to return th ings you don't like back to their hand.
2nd win condition, Crime lord. The deck can generate a LOT of resources rather quickly, especially against a poe/maz deck where they run a lot of high cost cards.
3rd win condition, this one you'll rarely ever see as it's a damage win condition.
Why Tie pilot? He's not a target, he has a +3 on one of his side which can be used for unkar plutt's ability, he can also focus and generate resource. His +1 and blank are his worst 2 sides for the deck since you're likely not going to be damaging the other player.
Why otoh gunga? well simple heal 1 is extremely useful especially if you roll special on ascension gun, keeping your characters alive. You likely won't be doing much damage against the opponents anyways so they don't really get to claim to full effect. this is a "I say no" deck and requires a certain mindset to play. Remember, damage is not your inherent win con, but sometimes can be achieved.
