if you are spending resources on playing upgrades on watto, you aren't playing them on palp and that defeats the purpose of the deck. you will likely only be able to play 1 per turn, so 21 upgrades is way too many. drawing 4 upgrades in your opening hand is a losing situation. you definitely need bartering, and the new support that costs 0 and you sac to play a blue ability for 1 less.
